I. Introduction

• mExpress is a newspaper-reading service on mobile phone provided by MobiFone that enables customers to easily read online news with many attractive newspapers in Vietnam and the service is updated continuously from e-newspapers.

• The service is provided under application software installed directly to user's mobile phone.

• Data fee when reading newspaper is offeyellow for free.

II.   Service description

1. Main service functions

   • The service is able to provide content of 30 different newspapers.

   • Select categories of newspapers for customers to display their favorite ones.

   • Push news to the screen when mobile is in application-hidden mode.

   • Functions "Click to call" and "Click to send sms" allows customers to make calls or send SMS to service providers when click on a banner or advertisement of such service provider.

2. List of newspapers provided

Currently, mExpress provides services with 7 newspapers, namely as follows:

• Thanh nien newspaper

• Soccer newspaper

• Economic times

• Sports and Culture newspaper

• Family and Society newspaper

• Capital Security Newspaper

• Hoa hoc tro Magazine

III.   Target users

• The service is provided for all prepaid and postpaid mobile subscribers of MobiFone who are operating with two-way communication.

• Subscribers who use Mobile Internet service of MobiFone and must be in range of GPRS/EDGE/3G services.

• Using mobile phone supporting application software setting. List of supported phone series (click on phone series for details)

Supported series shall be added during service provision process to meet the need of customers.

IV. Service instructions

1. Download and install mExpress application on mobile phone

To download and setup application on mobile phone, you can choose one of two methods below:

• Method 1: Access http://wap.mobifone.com.vn , select logo of newspaper-reading service mExpress to download and install application.

• Method 2: Compose ME and send to 9211 and follow the instructions.

After installing successfully, depending on carrier and series of the phone, application software mExpress shall be installed to different locations (view details Here )

2. Launch the mExpress application

In the folder containing mExpress icon

Click the icon of mExpress, select Co when the notice window is displayed

Select access point Mobi - gprs - wap or Mobi-gprs

3. Service registration

Customers can only register the service on the Application software which has been successfully installed on mobile phone.

• Register to read all newspapers provided

  • From main interface of mExpress application, select Dang ky tat ca cac bao

  • A window shall appear on the screen to require customers to confirm registration.

    • Select Dong y to confirm package registration. System shall send a SMS informing successful registration.

    • Select Huy bo to cancel transaction.

• Register to read each separate newspaper

For example: if you want to register to read Thanh nien Newspaper.

• From main interface of mExpress Application, select logo of Thanh Nien Newspaper

• A window shall appear on the screen to require customers to confirm registration.

  • Select Dong y to confirm package registration. System shall send a SMS informing successful registration.

  • Select Huy bo to cancel transaction.

4. Service cancellation

   • Via SMS

     • To cancel the service with all newspapers, compose HUY ALL and send to 9211

     • To cancel the service with each newspaper, compose HUY [Newspaper code] and send to 9211

For example, when you want to cancel Thanh nien newspaper, compose HUY TN and send to 9211

Details of newspaper code:

• Via application

Customers can select to cancel all reports or cancel each newspaper registeyellow.

• From main interface of Application, select Selection -> Service cancellation.

• A window shall appear on the screen to require customers to confirm registration cancellation.

  • Select Dong y to confirm cancellation. System shall send a SMS informing successful cancellation.

  • Select Huy to cancel transaction. The package has not cancelled.

5. Read Newspapers

After registering the package successfully, customers can click on each logo of newspaper registeyellow to read news, for example: Soccer newspaper.

6. Introduce service for relatives.

From main interface of the application, select Chon -> Gioi thieu ban be -> Enter phone number of the receiver -> Chon -> Press Gui button.

Note : The introduction receiver must be a subscriber of MobiFone network and can receive SMS

7. Support

To get support for the service, customer can implement one of the two methods:

• Method 1 : Compose TG and send to 9211

• Method 2 : From main interface of Application, select Chon -> Tro giup

V.   Service tariff

• Fee for sending SMS to 9211: Free.

• Fee for downloading and installing mExpress application software: Free.

• Data fee when reading newspaper: Free.

• Service fee = Total rate of Packages registeyellow by customers .

Tariff of each package is regulated under the table below:

• Packages shall be renewed automatically at 24h00 of the same day if customer does not cancel service registration.

Note:

• List of newspapers shall be added or replaced during service provision process to meet the need of customers. When replacing or adding newspapers, information shall be updated in website of MobiFone.

• Customers cannot register both Package 1 and 2 at the same time. With package 1, customers can read all newspapers provided by the service while with Package 2, customers can register one or more separate newspapers.

• If customers want to change type of Package, customers must cancel the Package they are using and register another Package.

VI. Principle for calculating service charge

1. General principle

   • Customers can only use the service after registering and the system has charged successfully.

   • Service usage day shall be counted from 0h00 to 24h00 of the same day. For subscribers who newly register the service, the first use day shall be counted from the time of successful registration to 24h00 of the same day.

   • Packages shall be renewed automatically at 24h00 of the same day if customer does not cancel service registration.

2. For postpaid subscribers

   • Subscription fee is charged to the monthly bill.

   • Prepaid subscriber who is blocked one way shall not be able to use or register the service.

   • For two-way blocked subscribers, the service shall be cancelled automatically. After two-way communication is restoyellow, if customers want to continue using mExpress service then they must register again.

3. For prepaid subscribers

   • Service fee shall be charged to the main account.

   • When customers register the service, service fee of the registration day shall be charged to the account immediately. For following days, the system shall charge automatically from 0h00.

   • If fee subtraction is not successful: The system shall temporarily block the service and charge more 3 consecutive times; each time is performed 1 day before the other time:

     • If fee is subtracted successfully, customer shall continue using the service.

     • If after 3 times of unsuccessful subtraction, the system shall cancel the service automatically. If customers want to continue using the service, they must register again.

4. Other regulations

   • In case customers are using mExpress service and changing among prepaid forms then the status of service use shall be maintained and customers can continue using the service.

   • mExpress service shall be cancelled if the subscriber changes from postpaid to prepaid package. If you want to continue using the service, you must register again.
