PAYMENT SERVICE – FASTPAY

Fastpay is a form of payment for post-paid mobile information service, in which, MobiGold subscribers will top up by pre-paid scratch cards (or pre-paid card codes). MobiEZ to pay for the service used.
Fastpay system: is a payment system intended for mobile subscribers using top-up cards, pre-paid card codes and MobiEZ.

Functions of Fastpay system:

  • To create and manage payment accounts of customers.
  • To be a tool for customers to search for fees
  • To connect with IN and MobiEZ system to receive top-up card from post-paid subscribers
  • To receive and process payment and transfer requests to post-payment subscribers.
  • To connect with PaymentGateway system to help post-paid subscribers to pay for the service.
  • To verify success or failure by sending SMS to customers.
  • To store information on transaction in the system to assist the statistics, report and claim settlement.
  • Other functions: To support transactions when necessary; to reset accounts, password; to prepare report; to perform discount, promotion, etc.


Fastpay account: Any post-paid subscriber can have a Fastpay account if he or she registers. A Fastpay account enables account holders to pay for the service used (for himself or any other post-paid subscriber) and transfer money in their accounts to a Fastpay account of another post-paid subscriber.

Note: Fastpay is an account used to pay for service used and transfer money in the accounts of post-paid subscribers. It is different from IN accounts of pre-paid subscribers and MobiEZ accounts used in selling of MobiEZ agency.

Top-up card used for post-paid subscribers to pay for service used: Includes two forms of paper cards and pre-paid card codes currently applied in top-up of pre-paid subscribers.

Payment by MobiEZ: is a form of top-up of subscribers using SMS interface through MobiEZ currently used for pre-paid subscribers to top up. 

Top up: is a transaction of payment top-up (for post-paid subscribers without Fastpay account) or top-up in Fastpay account (for post-paid subscribers with Fastpay account).

Former debt amount: is the debt of customers that has been informed.

Arising debt amount: is the debt of customers that has not been informed and is temporary calculated by the time of transaction.

Instruction

  • Fee Search:
    • Target users: Any existing post-paid subscribers in the Billing system.
    • Functions: To enable post-paid subscribers to search for information on fee (former debt amount, arising debt amount) and balance of Fastpay accounts (for subscribers with Fastpay accounts).
    • How to operate:
      • By USSD: dial*112#ok
      • By SMS: Send an SMS with the structure “TC” and send to 9233

      An SMS will be sent to your phone with the content: “No truoc: xxxVND. Da tra: xxxVND. Con no truoc: xxxVND. Cuoc phat sinh tam tinh: xxxVND. Tai khoan Fastpay: xxxVND”

  • Top up: Target users: Any existing post-paid subscribers in the Billing system
    • Top-up by paper cards, pre-paid card codes: How to operate: the same to top-up for pre-paid subscribers. Paper cards, pre-paid card codes at shops/agents/retail shops across Vietnam. How to operate: dial*100*(code)#OK.
    • Top-up by MobiEZ:
      • How to operate:
        • For customers: the same to top-up for pre-paid subscribers. They can go to MobiEZ retail shops across Vietnam to buy card codes.
        • For employees in shops/ agents/retail shops:
          • Enter MobiEZ by a terminal device.
          • Select MobiEZ, then select Payment, enter phone number of customers par value printed in the menu or other par value, enter security code, confirm payment.
          • These top-up actions are received and processed by the MobiEZ system in the same way to those for pre-paid subscribers.
      • After receiving top-up a request from IN/MobiEZ, Fastpay system will check and process it. Two situations can occur:
        • The subscriber does not use Fastpay account: the whole top-up amount will be transferred into Billing for the customer. An SMS will be sent to the customer's phone with the content as follows “Quy khach da thanh toan thanh cong so tien xxxVND, con no truoc yyyVND, cuoc phat sinh tam tinh zzzVND. Tran trong cam on”
        • The subscriber does use Fastpay account: an amount equivalent to the top-up amount will be added to the subscriber' Fastpay account. An SMS will be sent to the customer's phone with the content as follows: “Quy khach vua nap vao tai khoan xxxVND. So du trong tai khoan la yyyVND. Xin cam on quy khach da su dung dich vu cua MobiFone.


Register a Fastpay account

Target users: Any two-way post-paid subscribers in Billing system can register a Fastpay account.

How to operate: send an SMS with the structure “DKTK” to 9233

One of the following situations can occur:

  • The subscriber is not a post-paid one: the subscriber will be informed as follows “Dich vu nay chi cung cap cho thue bao tra sau MobiGold. Tran trong cam on”
  • The subscriber is a post-paid one, but he or she has had a Fastpay account: “Thue bao da co tai khoan tren he thong. Tran trong cam on Quy khach da su dung dich vu”
  • The subscriber is a post-paid one and has not had a Fastpay account: An account will be created and an SMS will be sent to the customer's phone with the content as follows: “Quy khach da khoi tao thanh cong tai khoan. Mat khau truy nhap la xxxxxx. Tran trong cam on Quy khach da su dung dich vu”.
  • Initial password is created randomly. Customers can change the password by sending an SMS with the following content “MK [former password] [new password]” and send to 9233. After the password was changed successfully, the customer will be informed as follows “Mat khau cua Quy khach da duoc thay doi thanh cong. Tran trong cam on Quy khach da su dung dich vu”

Note:

  • Password must have a minimum of 4 characters and a maximum of 8 ones (there is no difference between letters and numbers).
  • In order to conduct payment, customers who have Fastpay accounts must create payment orders, except for regular automatic payment

Requested payment:

  • Target users: Post-paid subscribers with Fastpay accounts that are two-way active in Billing system
  • Functions: To pay for account holders or any other post-paid subscriber.
  • Requirements: the amount to be paid is not greater than that in the Fastpay account.
  • How to operate:

    Compose an SMS with the structure as follows “TT [ password ] [ phone number ] [ amount ]” and send to 9233
    Phone number must have all 10 (09x) or 11 (012x) numbers as regulated
    If [phone number] is not entered, that means the amount is paid for the account holder
    [amount] must be greater than or equal to VND 5,000. If the amount is *, the whole balance in the Fastpay account will be paid.

  • If transactions are conduct successully, their results will be informed by SMS to both payers and payees.

    SMS sent to self payers: “Quy khach da thanh toan thanh cong so tien xxxVND, con no truoc yyyVND, cuoc phat sinh tam tinh zzzVND. Tai khoan Fastpay xyzVND. Tran trong cam on”
    SMS sent to payers that pay for another person: “Quy khach da thanh toan thanh cong cho thue bao [B] so tien xxxVND. So du tai khoan Fastpay la yyyVND. Tran trong cam on”
    SMS sent to payees: “Quy khach da duoc thue bao [A] thanh toan cuoc, so tien: xxxVND. Con no truoc yyyVND. Cuoc phat sinh tam tinh zzzVND. Tran trong cam on.”


Money transfer among Fastpay accounts:

  • Target users: Post-paid subscribers with Fastpay accounts that are two-way active in Billing system.
  • Functions: to enable money transfer among subscribers with Fastpay accounts.
  • Requirements: the amount transferred must be less than or equal to account balance of transferring subscribers.
  • How to operate:

    Compose an SMS with the following structure: “CT [password] [phone number of receiver] [amount transferred]” and send to 9233.
    The phone number must have enough 10 (09x) or 11 (012x) number as regulated
    [amount] must be at least VND 5,000. If the amount is *, the whole balance will be transferred to the Fastpay account of the receiver.
    If transactions are conducted successfully, their results will be sent to both senders and receivers through SMS.
    SMS sent to senders: “Quy khach da chuyen thanh cong cho thue bao [B] so tien xxx VND. So du tai khoan Fastpay la yyyVND. Tran trong cam on”
    SMS sent to receivers: “Nhan tu thue bao [A], so tien: xxxVND. So du tai khoan Fastpay la yyyVND. Tran trong cam on.”

Automatic payment of former debt amount:

  • Automatic payment when Fastpay accounts are topped up:
    • Target users: Post-paid subscribers with Fastpay accounts whose account balances are 0.
    • Requirements: Former debt amounts of the subscribers are unpaid.
    • Contents: After customer's accounts are topped up (by themselves or by others), Fastpay system will connect to Billing to check the former debt amounts to the subscribers. If former debt amounts of the subscribers are unpaid, their Fastpay account balance will be extracted to pay for the amounts.
  • Regular automatic payment:
    • Target users: Post-paid subscribers with Fastpay accounts whose account balances are more than 0.
    • Requirements: Former debt amounts of the subscribers are unpaid
    • Contents: At 9p.m on 6th, 16th and 27th every month, the Fastpay system will connect to Billing to check former debt amounts of subscribers with account balance of more than 0. If former debt amounts of the subscribers are unpaid, their Fastpay account balance will be extracted automatically to pay for the amounts.
  • Results of automatic payment:
    • After the payment, an SMS will be sent to customers with the content as follows: “So tien cuoc da duoc he thong thanh toan tu dong la xxxVND. So tien con no la yyy VND. So du tai khoan la zzzVND. Tran trong cam on”.
    • Time of sending the SMS:
      • For automatic payment when topped up (section 6.1): as soon as accounts are topped up
      • For regular automatic payment (section 6.2): after 9a.m of the following day.
    • Automatic payment amount: Two situations can occur:
      • Former debt amount to be paid is less than or equal to account balance: Former debt amount will be paid.
      • Former debt amount to be paid is greater than account balance: The whole account balance will be paid.

Cancel Fastpay account:

  • Target users: Post-paid subscribers with Fastpay accounts that are two-way active in Billing system.
  • How to operate:
    • Compose an SMS with the following structure: HTK [password]” and send to 9233.
    • If account balance is greater than 0, the whole excessive amount will be automatically transferred to Billing for customers. An SMS will be sent to the customer's phone with the content as follows “Quy khach da thanh toan thanh cong [amount], so du tai khoan =0, tai khoan Fastpay da duoc huy thanh cong. Tran trong cam on Quy khach da su dung dich vu”

Other regulations:

  • For payment transactions conducted in Fastpay form, VAT invoices will not be delivered (customers have been given the invoices when buying top-up cards/card codes/MobiEZ)
  • In case of transaction failure: an SMS will be sent to customers to inform the transaction results.
  • If customers forget password, please contact MobiFone's shops or call centre 18001091. After checking the account holder, transaction staff will access the Fastpay system to provide random passwords for the customers again.
  • If subscribers do not conduct any transactions within 60 days from the latest payment date, their Fastpay accounts will be deleted automatically. Account balance (if any) will be automatically transferred to Billing. After that, if the customers want to use Fastpay account again, they must register a new account.
Note: In case customers cancel contract/ transfer use right, before doing so as requested by customers, transaction staff should ask the customers to make orders to cancel their accounts. Any account balance will be transferred to Billing for the customers.
